This tutorial has a part about layers, I do not know what program they used or how detailed it is though. Better than nothing I guess.
Also, I have no skill in flash but in short I believe a layer is something that determines what is visible in a picture, ex the constant background that may be covered by a character passing by, which in turn may be covered by another character that passes by from the other way.
